Where is the tower?

I've been to Paris a few times but I don't recognize the tower where M. Hire and Alice look through the telescope at his apartment. Can anyone identify it for me?

Is it the roof of Sacré-Cœur?

I have often wondered.

Apparently it's not Paris at all, but Belgium: the "Koekelberg Basilica" also known as the "Basilica of the Sacred Heart, Brussels". Look at this photograph: http://www.panoramio.com/photo/35710964 -- the distinctive towers are visible in the film at 51:45.

However, searching Flickr and Google Image Search, I cannot find any shots of the observation deck (with the coin-operated telescope) shown in the movie. Maybe the deck was taken out of service soon after the film was shot?

A couple of sources mention that it was the Koekelberg Basilica around Brussels:

Also this review in the Chicago Tribune mentions that the city in the film is "deliberately unidentifiable" and "actually composed of portions of Paris and Brussels".

I would also point out on at least one occasion the English subtitles mention "Paris", when what the character actually says is "la capitale".

Also, there are references to “la Gare Centrale” (Central Train Station). Paris doesn’t have a central train station.
