The OFLC is really corrupt. Saw I-IV and MA and movies like Resovoir Dogs and R18+.

Aussies OFLC seems to be quite lenient if there's no humans involved. I've seen a few anime movies with lots of nudity and violence get an M rating from them too.
shareYou have to keep in mind that back when this was rated there was no MA15+ rating available, so the system was pretty different. I guess the people who were on the board at the time took into account that no-one could take this seriously enough to warrant an R18+ rating. They've always been more concerned with gritty depictions of rape and realistic violence, rather than cartoonish gore.

funny, i actually emailed the NZ Censor board (about Robocop and Terminator, but its all relavant) and got this reply from one of my many questions I put to them;
The reasons why classifications change over time:
The censorship system in New Zealand has changed since the original release of such films as Robocop and The Terminator. These films were classified by the Chief Censor of Films under the Films Act 1983. Films are now classified by the Office of Film and Literature Classification using the Films, Videos and Publications Classification Act 1993). See The History of Censorship Law on our website for more information.
For example, when the current censorship legislation took effect in 1994 the classifications and labels changed—films classified RP16 in the 1980s were translated under the new legislation to M.
As films are sometimes submitted to the Office for reconsideration, and as altered DVD versions of older films are released, classifications may be given which differ from the original, as the classification criteria and public opinion on what type of content is acceptable changes over time. DVDs can sometimes be issued a higher classification if they contain additional material, such as director’s cuts or special features.
There was no MA et thet time.
Films get re-rated all the time. Especially when theyeve first been released on DVD.

The MA15+ classification wasn't legislated until 1994 in Australia—about 12 years too late IMHO. Many films were cut to achieve an M rating and those that did receive an R18+, this was sometimes a tad harsh; but the content was too strong for an M rating. Greedy distributors, the OFLC and the attorney general, really needed to pull out their fingers much sooner during the early 80's and should have done something to instigate and create the MA15+ classification around this time.
Some films that were rated uncut M in Australia, may have been given R16 and R18 ratings in New Zealand, which meant no one under the specified age was to be admitted. FEEBLES was R16 in NZ with a censor's note: Contains Gross Material, which I feel was an appropriate rating. On the rare occasion, some films that were rated R18+ in Australia, were given low age restricted ratings in NZ like RP13 or R13, or even a non restrictive rating like QUEST FOR FIRE-81', & 'BRIGHT LIGHTS BIG CITY-88'; which were both classified GY, (general exhibiton, recommended youth audiences 13 and over).
Being a cult style, art house circuit type film, the Australian OFLC probably didn't make to much of a fuss over it due to the limited appeal of the film and being acted out with puppets. That said, this was a hard M rating and considering that other much softer films were rated M also around the time, it was hypocritical and contradictory when comparisons were made.
