During the fight scene shortly after the beginning, why did that principal go for Brian (Fred Savage) instead of the bully? The other was clearly bigger.

We never really grow up, we only learn how to act in public.
Maybe it's easier for educators to address the symptoms rather than the root of the problem itself. They should investigate the extenuating circumstances, instead of just deciding on the spot who's to blame, and ending there. They usually will NOT do anything about a bullying incident, unless they see the bully in action with their own eyes.
