I think the filmmakers wanted to convey how a guy who groped another man's daughter was now having to deal with perverts possibly groping his.

I'm wondering why Bronson's daughter didn't say anything when the guy showed up at their house with those gifts. I still have that song she and her friend were singing stuck in my head.

To paraphrase Marion Cotillard, "necessary" is a strong word to throw around exploitation movies, wallacesawyer. That said, this was a B-plot that nicely contrasted with the main plot, coming to the exact opposite conclusion abut what sex offenders are like and what should be done with them. Neat trick.
