Better plot devicing would have been (and this requires KK1 being slightly different) having the age division be sixteen THROUGH 18). Those are reasonable highschool ages.

Then Mike could actually be 18 and allowed to live with Terry.

The ACTOR for Mike Barns was 23.

Maybe he was an emancipated minor, some states have laws that kids as young as sixteen can be emancipated if the court deems they can be a responsible person. Being arguably the best martial artist in USA if not the world for his age division might help with that. Part of being emancipated is financial stability (employment) and he would have no difficulty getting a job as a security guard (since he can beat up anyone other than certain other martial artists) or a Karate instructor.

He won first place in EVERY tournament he competed in until the end of KK3 where he won 2nd place for the first time. That pretty much guarantees a career in the martial arts. He went from one tourney to the next winning EVERY SINGLE MATCH, EVERY SINGLE ONE and probably perfectly for most of them with no opponent even able to put up a fight. Daniel was his FIRST loss and even then 2nd place is pretty damned good.

He is known as the tournament terror because he flouts the rules not because he is the best. He is undoubtedly skilled but he's basically just a thug and this is exactly what Silver wanted.

what made him a "terror" was that NOBODY COULD BEAT HIM, and he beat them BRUTALLY. He had a PROVEN RECORD OF NON STOP SUCCESS. His first loss was to Daniel. Yes he got beaten up a few times by ADULT (well over 18) martial artists but in the fictional universe of this movie they compete in "age divisions" and he could beat anyone in his age division.
