I honestly found the horror in this film to be more effective and frightening than the first film. And I think it's actually pretty darned creepy. It terrified me as a child, and some parts still make my skin crawl.
For me, a big part of it was Randy Edelman's score. While I honestly prefer Elmer Bernstein's music from the first film (it was more iconic and unique), I felt it was lacking in the creep-factor, whereas Edelman's score is downright terrifying when it needs to be.
For me, there were a few key scenes that really got under my skin in the past, and still do:
-Janosz visiting Dana's apartment, then having his eyes turn into flashlight-like beams as he leaves.
-The Bathtub monster.
-Vigo causing the photo-lab to catch fire.
-The entire subway sequence. The perfect lack of light, the creepy moment where Winston's voice does not echo and instead he is greeted by a dark voice calling to him, then the heads on the spikes.
-Janosz appearing as a "Nanny" with glowing red eyes, flying through the sky, and hyper-extending his arm to grab Oscar.
A lot of people have said this film seems more childish/cartoonish to them (and it obviously was inspired partially by the kid's cartoon series), but I honestly found it darker, scarier and more unsettling than the first.
