Your alternate title is a good one. I think the movie was based on the title of an article of the same name, though.

Who ever originally came up with that line probably was never a victim during a war.
I don't believe it would be a good alternate title for this movie because the perpetrators were charged, convicted and sentenced. So all is NOT fair in war.
