Yeah. Usually because "the elite people" are the ones who are CREATING the new tech, which eventually goes on to enrich all of our lives. But let's not thank "the elite people" for enriching our lives. Let's foster resentment towards them for getting to use the new tech they created slightly before the rest of us get to.

In Batman Returns he seems to also have batarang drone technology, although it's clearly a prototype, since it's thwarted by a dog playing fetch.
