They don't have hair. They are bald and have really strangely shaped heads.
shareMaybe the animators felt they didn't need as many details (like Chibi) in order to stand out unlike the adult characters. They're drawn more simply to convey a sense of innocence, which is ironic in their cases, especially Bart's.
