That's not true for every episode. For instance in "Jimmy," he doesn't say it after he finds out he's leaped into a boy who has a cognitive disability.

It wasn't in the early episodes. Scott Bakula improvised it in one episode, and they thought it would work as a catchphrase so put it in subsequent episodes.

Even in some later episodes, they didn't always do it. For example, when he leapt into the electric chair he said; "Oh God!" instead of "Oh Boy!" to reflect the seriousness of the situation. Also, in Black On White Fire he leapt into the middle of a fight, so they just had a freeze frame instead of him saying anything.
