They never say when the "present" day was, until the first episode of season 4, "The Leap Back," when Sam and Al switch places. That's the first time they specify that it's 1999. It gets referenced at least once of twice in season 5; albeit there's an incongruity, as at least one of those instances predates the September date Al gives in "The Leap Back."
It's basically a continuity error, though it does present the possibility that they could say Sam isn't maintaining linear contact with the project towards the end of his leaps; sometimes making contact with them in a different order than they're processing his leaps. That could help explain the other continuity gaff, where the new and last version of the handlink (the gummy bear design) was first scene in an episode (or so) prior to it's official introduction in a later episode, when the old one dies.

In an episode where Sam is holding the kid from 7th Heaven hostage he tells them that in 1995 he created QUANTUM LEAP and leaped.

It did. However, it might not be on the dvd. For instance, the first episode of "I Dream of Jeannie" on dvd is missing the subtitles that belong on and were always on that episode.

Im pretty sure it was still 99. You also have to realize that each show was not 7 days long, I think most were 3 days or less. Some were longer, I think one was over a month. So 97 episodes X 4 days is 388 days so just a month over a year. So its not too much of a stretch.
