Episode Help....Funniest Cops Scene

Ok, I'm having trouble locating an episode me and my friends DVR'ed years ago but I haven't been able to locate it since

It had to be from the Fall of 2006 or prior so that should help narrow it down

Basically it's at night, a cop is driving around and finds an older white, skinny drug addict looking guy messing around with a bike(?) on the ground......The cop stops and questions the man who seems suspicious and is talking like he's on something......The cop then tries to search him, and the suspect thinks for a second then yells "No F'n Way Man!" And books it on foot.......

The cop follows him and eventually takes him down with a night stick hit to the suspects back......They eventually find drugs in his backpack

The guy is ridiculous though and the whole scene was hilarious......If anyone remembers or has info and where I could find this episode I would greatly appreciate it!
