Relevance of the 'policeman'?

Just watched this and for some reason remembered that scene at the start where the girls hide from what they think is a policeman. At first I thought they were crossing a border illegally or orphans trying to avoid getting sent to an orphanage or something like that. I guess they were just being kids and thinking it was something scary? I guess I just answered my own question.

I took it that they know they shouldn't really be riding in the back of the little truck. They don't seem really scared, they're giggling the whole time.

They way they were moving was dangerous. They were under a big pile of their stuff.

Perhaps the dad said something to them about hiding when they're passing police.

I would have been too afraid to put that much weight on my truck. Never mind sandwiching my kids between all of it lol
