I figured it must be normal in Japan. Or at least in the past perhaps.

They don't have plumping and I don't know how they heated that house so perhaps it was easier to have a bath together.

Different countries have different norms. He didn't do anything inappropriate with them.

It's just a bath and it's not uncommon for family members to bathe together today although typically it's only when the children are very young as the tubs are deep.

I bathed with my kids when they were younger as did my wife. It was just something we did. There was nothing sexual about it unless it was just my wife and myself but that's another story.

Different cultures have different views on nudity and what it entails. For example Nordic countries have their saunas and typically families spend time in there and rarely does anybody wear a towel. It's just how things go.
