Ledger base his Joker on Wincott's Performance?

As well as the facial resemblance, the performance is the same, almost!

I don't see any facial resemblance, nor similar performance, between the two. Wincott's character was a drugged out hair band fan, while the Joker was a cold, calculating, diabolical genius. The two performances couldn't be any more different.
