like you said it has this slightly odd tv movie feel to it
Maybe a little, but it did start out with some scope in the jungle-and-ocean scenes, the fish die-off, and the discovery of ice-destroyed Sodom. Everything else was small and narrowly localized, and not always well-executed, e.g., "the blood moon"/eclipse scene. It needed more funding or more stamina which could have provided some "wide screen boost" for this story, which, after all, is the most apocalyptic of all - Jesus, formerly God's "Lamb", now returns as a "lion" - searching the world for the one human being who could forestall Yahweh's judgment and cause Him to replenish the Hall of Souls. The theme is large, and the movie does not entirely support this gravitas.
