why did the antagonist go after the protagonist at all?

Was it because the anthropologist was digging into the secrets of the zombie powder, and the head of the secret police (who was also a dark magician) didn't want that information out in the world? If so, how did the antagonist even know who the protagonist was and what he was after in the first place?

I've always wondered that myself. Maybe one of the reasons is that perhaps the villain kinda saw the protagonist as a threat due to at some point figuring out what the "zombie powder" does to people. My 2 cents.
