Picture/photo shown in the film

I saw this film about 9 years ago, and one unanswered question has always stuck with me - what was the significance of the photo that was shown frequently throughout the film?

It was, if I can recall correctly, a photo of a large, middle-aged man with white/grey hair and two other people, who were stood/sat either side of him.

It creeped me out at the time (I was only 11) and I've always wondered what it meant.

It was a photo of the Fowlers.

Because you seen this movie 9 years ago you probably didn't notice the 3 men in the photograph looked alot like the 3 scarecrows. They had similar facial features.

That's what I noticed.

at what point do the scarecrows remove the sacks from their heads so that we get a good look at their "facial features?"
