I experienced exactly the same thing.
I thought the 5 innocent actor skit was funny itself for years, but it wasn't until 2/3 years back when I saw Dirty Harry for the first time, and only realized it was a parody of Dirty Callaghan himself.
The joke is we are not supposed to know they are that until the Mayor mentions what the thing was.
