What happened to the man who killed Mayor Tilman?!
He hung himself.

So he killed himself out of guilt?
The guy with the razor was hired by Anderson to scare information out of the mayor. That's how they invited the 7 guilty guys and recorded what they were saying.
But as Ward said at the end, he was just as guilty by knowing what was going on and not doing anything about it. And he rather ended his miserable existence than to face the consequences, because if that got out he was done for as a mayor.
And as they got the information on the murderers from him so it was bound to come out.
The alternative was that he could not live with himself after being such a racist bastard and the atrocities that were commit with him knowing about them, but I don't think its that, because these kinds of bastards don't have enough of a conscience to be actually bothered by it...
