WTF? They were well-groomed, clean, and all dressed nice. Compared to the rotten-toothed, tobacco-chewing, sweat-soaked bigots. Or perhaps he thought unhygienic in terms of their moral and Christian convictions, or lack thereof.

I think he was talking about the "civil rightsers." You know, the jooz with their goatees who hung around too much with the negras.
