This actually is a goof: Scorpio Killer 'Captured'.

This is the first film in the series to make reference to the Scorpio case from the original "Dirty Harry"-- the headline "Scorpio Killer Captured" appears in Samantha's scrapbook.

However, Scorpio never ~was~ "captured". He was arrested and released, uncharged.. and then he was killed. Discuss.

When Harry brought him in from the stadium, I'm sure the headlines that morning read "Captured" until the city released without charge. News people always jump the gun.
