Worst werewolf movie ever?

I mean, the performances in this movie were great, but I felt like, as a monster movie, it was really sub-par. The werewolf kills just 1 person, and everyone is all freaking out about it, and that is the entire story. I mean, this has got to be the only horror movie where there is more on-screen time spent in a court-house than there is showing the actual monster! Also, I thought that there was pretty big plot hole, too; That baby gets killed, and they arrest Meryl Streep's character, because they think that she is the werewolf, but all they do is ask her questions the whole time, as if she's just gonna confess and be all like, "Oh, yeah, I did it." It made no sense. Why not just put her in a jail cell, wait till a full moon, then see if she transforms? So, yeah, the story had some big problems, and over all, I didn't think this movie was very scary, but all the actors were good in it.
