I think he'd go with the first option, at least for a while. He'd act like a sweet and innocent kid, get placed with a foster family and arrange *accidents* for them before moving on to another home. By the time it gets to the point where no one wants to take him, he'll just kill the people at the orphanage and go off on his own.

he would probably commit crimes easier as a innocent kid and is probably to young to go to jail if caught
