At what point in time was it ever okay or even possible for a kid to ride on a train without an adult? Don't you have to pay for a ticket or something?

Well, I always saw it as he wasn't in the best neighborhood so seeing a young child walking about with a big ugly doll wasn't unusual. As for how Andy paid for the fair, maybe he had change that he took from his mom's purse because that little venture look pre-planned.

I would guess Chucky took the money out Aunt Maggie's purse right after he killed her because im sure he wanted to go kill Eddie as soon as possible and as far as a kid riding a bus alone i agree with you about it being in a rough area so kids were probably always riding alone, wasnt no big deal..this is Chicago.

Not everyone may necessarily "say something" if they see something unusual even today, so things havent changed much. You hear it all the time when entering a transit depot or station over loud speakers.

As far as fare, one rail system near me very rarely checks for tickets, this train may have been similar.

Little kids often commute by themselves in my country, no one bats an eye.
