Cause he knew Andy's father was dead that he told him he was sent down from heaven by his father would that imply Chuck killed him back when he was still human.

Chucky didn't kill Andy's father, Andy must have told him at some point that his father died. Plus Karen didn't show any reaction when she heard the name 'Charles Lee Ray'. If Chucky had killed the father, Karen would have gotten really emotional and REALLY gotten aggressive when killing Chucky later in the movie.

Maybe Andy's father died in a car crash caused by Charles Lee Ray and Karen never found out the exact cause of death because his body was immolated burnt to a crisp it's just a hunch I'm not saying you're wrong but he could have been killed Charles Lee Ray

That would have been an interesting
yet very crazy creepy twist of an addition to the storyline    .

Chucky ( aka Charles Lee Ray ) hunting down
the rest of Andy's family after the unknown link to the death of his father  .

Of course in whatever form Chucky took to accomplish his sinister goal   .

If Andy had other family, why didn't they take him in during CP2 instead of sticking him in an orphanage?

If I remember correctly it was never mentioned that Andy
had any other living relatives it was just his Mom  .

So when she was sent away my guess there was no other immediate family
to send him to except the orphanage and after that the foster home  .

It's such a sad situation poor Andy
Chucky really ruined his whole life in all 3 films  .

Yes no immediate family. Of I'm not mistaken it was in trivia on the old site it was a plot point that he did kill him.
