I think this was a modem based BBS service, e.g. Fidonet or something similar

Yes, It was a BBS service. In 1988 it was already possible chating and changing files and the computer is a Commodore Amiga 500 (I got it).

What we now know as the "Internet" was once used by the military, via modem. Then Senator Al Gore proposed the legislation for making this technology available to everyone, which is why he is sometimes credited for "inventing the internet."

Back then, you could use your computer's modem (which dialed through your phone line) to access online services such as Compuserve and Prodigy or local Bulletin Board Systems (BBSs), which weren't connected. (You couldn't send email from one BBS to another.) There were hundreds or maybe thousands of them. To find them, somebody usually listed others on their BBSs. I would agree that BBSs from the 1980s were precursors to today's Web sites. However, the BBSs just had text and little or no graphics. (This was way before they could have photos, videos, and music.)

However, a BBS could be kept secret if only a few people knew the access number you had to dial and the password. I don't think there was a central register or phone book you could consult to find a complete list.

I read that white supremacist groups were very quick to embrace the internet. I assume they used BBS or whatever existed before.
