At the beginning of the movie, there is a scene with Ricard Nixon giving a speech about law and order. Does anyone know where and when that speech was given? Was it when he was campaining for President, or after he was already President?

"Four students were gunned down when overzealous national guardsmen opened fire."
"Gunned down" and "opened fire" are not really accurate. The national guard fired over the heads of the protesters and hit four students who were walking along a path behind the protest. It was simple incompetence.
