they were on horseback??? Horses can get shot, and when they do, the rider goes down... seems really stupid.

They were in the Canadian Rockies, in a joint enforcement effort with the Royal Canadian Mounted Police, cars of the 1920's weren't particularly reliable especially at altitude, and the SUV was decades away.
