That's the MPAA unwritten rule about ratings. You can say the F-word once and still get a PG-13 as long as the F-word isn't used in a sexual context. Once you exceed that it falls into the R catagory.
Take The Breakfast Club, a film aimed at teenagers, it received the R rating as well.

The Breakfast Club is mainly rated R because of the drug use.
