Why did Clarence Boddicker decide to spare Anne Lewis when he saw Robocop?

Maybe. I think when he saw Robocop he assumed he'd only arrest him, but if he killed Lewis, he'd have shot him dead on the spot or it least shot a near fatal shot at him.

He didn't spare her, he got distracted by Robo and turned his attention to him instead. If he had succeeded in killing Murphy again I guarantee you he would've finished her off after he was done with Robocop.

Makes perfect sense. He was just distracted. He didn't change his mind.

But he did drop his gun. And was ready to be arrested by Robocop since he knew that Dick Jones would get him out.

That was before all that metal was dumped on him and then Clarence had the advantage.

Because Robo had Clarence in his target sight and would have shot Clarence had he fired at Lewis. Clarence threw the gun down assuming Robocop would simply arrest him.
