Sharon Stone wold have been at the height of her career in 1987, seems a strange decision to appear in a Police Academy sequel without even top billing?

She was actually fairly unknown at the time.

She was fairly unknown before she starred in Basic Instinct (1992). That movie made her a star and seriously launched her career.
