The narrator dude tells you at the start:

For with those that control Greyskull, will come the Power... The power to be supreme... the power to be almighty... the power to be... Masters of the Universe!

I guess the battle for greyskull between he man & co and skeletor & co will result in the victors being masters of the universe (which as it turns out was he man & co in the end)

Petty much anyone from Eternia. If it was just He-Man. it would be Master of the Universe. All the toys of the original line (which I collected) had brief descriptions on the card, and his was "The most powerful man in the universe."
