share"Charlie" is short for "Victor Charlie", which is code for VC, which stands for Viet Cong, who were the enemy.
Thus, the sign "Charlie is listening", is a warning that enemy intelligence could be monitoring their telephone calls. The caller should therefore be careful not to say anything which could give away vital military info to the enemy.

Correct. It reminds those using the phone that the enemy (Charlie) may be listening......so watch what you say.
They do that all of the time to get information intel. That is why if you watch the movie Wind Talkers you will realize that the U.S. in World War II. created that special way of communicating so that the Japenese could not figure out what they were talking about.

As most mentioned, it was a very real warning, and these stickers were actually used during the war on various comm devices to remind you that it wasn't secure.

It is possible that the Viet Cong could be listening to what they say and that is why it is said on there.

To add to the posts above...the reason that you see quite plainly the warning about the 'VC' listening in is to give you an idea of the intent of malice on the part of Sgt. Mjr. Dickerson (J.T.Walsh). He called specifically to find out about the danger of the route that Cronauer would take, and knowing that the 'VC' could be listening in he purposely sent Cronauer's route information over unsecured communication lines.
Hollywood...just one step away from reality.
