If you didn't laugh at the scene where he was making fun of Bruno Kirby's character with that whole "Since the VP is such a VIP...." speech then you have to seriously reevaluate your sense of humor....or lackthereof.
I laughed out loud when I saw this movie in the theater during its original run. I watched it on DVD a few days ago and laughed just as much as I did the first time, even though I already knew all of the jokes.
They are almost all hysterically funny.

I agree, honestly I think it's more of Robins style of humor than anything. I enjoy most of his movies that I've seen but really don't find him funny in them ;\
If I remember correctly, most, if not all of the radio broadcasts were improvised. They just sat the microphone in front of Williams, and let him rip. So, the reactions of the other actors are probably genuine, since they had no idea what he was going to say.
Robin Williams is simply NOT funny. I'm sorry to offend those who are fans of his, but that's my honest opinion after watching this movie.
In fact, it was watching this movie that first convinced me he wasn't funny at all.
I think people think he's funny because he goes all crazy and loud, so people instinctively laugh at it, but there really isn't much substance to his antics.
IMO a much funnier comedian with a similar sort of style is Jim Carrey, although it's been a while since I kept abreast of his work.
I found quite a bit of his radio work funny. Especially the line about Johnson's daughter on the road, and using the nickname of Nixon. And Ethel's voice jamming Russian radar sensors, which is something similar I've been saying for years now.
Ironically, I didn't laugh at any of the mildly humorous Williams rantings. However, his mania sure did set up everyone else's more deadpan deliveries. I found myself laughing whenever any other character made a joke.
