Yes, but it was also the dealers' fault for giving it to her. Kersey's war on them was justified, although I do agree they didn't pin any blame on her, probably because she was dead.

But the thing is she was a minor, and as you could see from Kersey looking out of the window that her boyfriend was seemingly coercing her into it. This is why he started asking about him.

But the most important thing to remember, that I did not notice until watching this about 10 times and only last night.

It was (fake) Nathan White who deliberately gave her a loaded dose intending to specifically kill her just so Kersey would do is dirty work and clear up the city of drug dealers so he could take over.

It wasn't shown on the screen but this would have been said to Kersey and the girls mother that the dose she had taken was set to kill pretty much anyone and was not an accidental overdose. It was a large overdose.
