Says Brooks when he learns that Hurt was "booted out of Washinton".... "There isn't a system in the world that wouldn't value one of us".

Brooks speaks likes they both got booted. But Brooks quit, so his comment doesn't make sense. If Brooks did think that Hurt got booted, then the system valued Brooks because they wanted to keep him.

But he quit in large part because he knew he was being kept on because he was "cost-efficient," not because they recognized his tremendous talents.

Right. Brooks feels they treat him badly in general, and therefore, they do not "value" him.
