Riker threatens to do this to Shelby in "The Best Of Both Worlds" Part 1 if she does an end-run around him again.

So what does it mean anyway?

That's 24th century slang for punch in the face. Seriously though, I took it to mean that he would put her in her place somehow.

Riker knew she was ambitious and knew that she needed reigned in and a black mark on her report from him, an also ambitious and well regarded officer (Who had just been offered his own captaincy), would set her back and prevent her from excelling with the haste she hoped for.

In short demote her and prevent her career being as clean as it looked up until that point.
