region 2 release question (volume 1)

so I ordered the first volume and got it in the mail today. However, according to wikipedia (which isn't a reliable source, I know) there should be about 27 episodes. That would mean I'm missing 7 in this volume. Anyone know if this is normal?

The Region 2 release had the last 7 episodes from the Region 1 DVD missing so they could add foreign languages.
