Trying to find the the name of a live action children's movie. It was about a red-headed girl who can breathe underwater. She communicates with the animals underwater by playing the flute.

Anyone know what it's called?

I believe you're talking about Ocean Girl. It was an Australian series on the Disney channel back in the late 80's/early 90's.
