I've seen this movie a million times, it's one of my all-time faves, but I have never understood the significance of the dead wet cop at the beginning of the movie. You know the, "his clothes aredid they bathe him first" guy. I assume maybe Julio killed him, but I don't get why he's wet, why he was in that part of town, what it has to do with anything. Help me out here.

They were just using him as one of Julio's many victims. His clothes were wet because he was drowned. They explain it later that he drowned, and he was a cop from the south side of Chicago.

and he was killed by Snake.
