As weird as it is, the definition of the buddy cop film does not require for both characters to be cops. Think 48 Hrs., Midnight Run, The Last Boy Scout, Die Hard With a Vengeance, Last Action Hero...

Wow how YOUNG you guys must be LOL!

The first I remember seeing was in the early days of HBO...came out in '74

Freebie and the Bean (Caan/Arkin)

I remember seeing another with Cosby/Culp, but it was not I Spy...it was called Hickey and Boggs. This may have even predated Freebie and the Bean.

Running Scared is better than both of those, but not first.

The first buddy cop movie was a Japanese movie called stay dog In 1949 another one was 1967 in heat of the night. 48 hours popularized it though.

City Heat came out a year before it, technically a buddy cop movie too

There was also The Super Cops (1974) which was loosely based on two NYC Cops they called "Batman & Robin"

Walter Matthau and Bruce Dern also teamed up to solve a case in "The Laughing Policeman" (1973)

Another one from 1973 is Electra Glide in Blue with Robert Blake and Billy Greenbush as motorcycle cops
