Just in case no one knew, on the French Amazon site, they have Pirates on Blu Ray in the correct ratio I believe. While it does have French audio I hear you can change it to the original english track.

I got the info from "les années lasers", a French magazin.
TF1, the french companie which released Pirates on blu-ray, always puts on non removable subs.
The idea is that the French disc doesn't compet with the one releeased in other Europeen countries. Unfortunatly, it's much more efficient than region coding.
