Okay, I haven't seen this movie in about 20 years and remember very little about it except for this one scene and want to make sure it is THIS movie that it's in

Near the beginning, they're on the boat and two girls are .... bugging him? .... making faces and someone tells them that if they do that and someone hits them on the back their face will stay like that forever. The two girls don't believe it. After they get off the boat, they makes faces and some other kids walks up behind them, slaps them on the back and they're faces stay that way. Then about three quarters of the way through the movie, they show up again, with their funny faces

Even though I haven't seen the movie in 20 years, I still remember their faces and get the giggles

Interesting that that's the scene that stuck with you....but yep, that's the movie.

Well, here's the whole thing behind that. The two girls are teasing Squid about her dog and making faces. Squid hits them on the back while they are doing that at one point and so their faces stay that way. Later on, Hoops, George, Squid and Cassandra are on the boat. George offers Hoops the last bite of a chili dog and Hoops attempts to throw it into a garbage can. He accidently hits a sleeping man next to the can and he wakes up and thinks these two girls nearby did that. They turn around and it is the same two girls from before. That is the last time we see them.
