So this kid steals plutonium and builds a nuclear bomb. He then takes it to New York City and when confronted by authorities escapes with the bomb. Its then accidentally armed and almost goes off. Luckily it is disarmed in time.

So why didnt this kid spend the rest of his life behind bars?? Even if there was publicity surrounding the lab, who would let this kid just leave????

It's a moooovie. You don't lock up the protagonist (hero) at the end. All the teenaged girls would have a hissy fit and think Christopher Collette was in jail and wouldn't ever go to the movies again. [1]

I believe it was in his contract. 

Shoot him, cut out his tongue, then shoot his tongue.

The kid is a Saul Alinsky democrat and gets a pass on everything. Now, had he dared to put a confederate flag on his little RC truck, his future might not have been as an Obama advisor.
