Actually Col Blackbird had previously said "we've been embargoing trade with them for years, they're probably using this to get us to lift it." That means that nobody in the US was allowed to import anything, including oil, from that nation at all.
shareThis isn't how an embargo works. An embargo limits trade between two entities, not everyone. So basically oil gets sold on the open market from all suppliers. This then adds to the global pool of oil. By destroying the oil refinery they eliminate that supply point. This means any countries that were actively trading with them would lose this supply. Those countries would then need to meet demand by drawing on oil from other supplies. Simple supply and demand takes over meaning a global rise in oil prices.

In life (weird to be discussing such issues on the Iron Eagle board, but oh well) other, more stable, more robust nations could increase output to make up the shortfall with very little impact on worldwide prices. Doug destroying the oil storage tanks and damaging the refinery would devastate a piss ant little rogue regime like the one portrayed in the film. The buyers of the world would see little impact, but the coffers of that nation would be severely damaged. Oil is probably the only thing they have.
