Depends on how many friends Maverick brings along. Doug Masters has problems facing multiple adversaries - he has a tendency to get fixated in his target, allowing another pilot to sneak in behind him.
One on one, if Doug has his music on, Maverick doesn't have a chance. Maverick's chances of survival increase if Doug has no music.
If Maverick has a wingman then his chances of winning improve. The biggest deciding factor is still whether or not Doug has his music (or one of Chappy's motivational tapes).
The only way Maverick is guaranteed to win is if Doug is alone, Maverick is leading a flight of at least 4 aircraft, and he sends 2 in as bait. The only times Doug ever gets shot down is when he gets jumped from behind by 2 aircraft while attacking 2 or more others. The first time is in the simulator before he asks Chappy to help him rescue his father. The second is in the opening sequence of the second film, when Doug's wingman is out of the dogfight. In this situation, music or not, Doug will still shoot down at least one of them, possibly a second.
