Is it possible that the a-hole driving the car (the one who runs the red light) is the guy Sally flipped out about and made that guy who answered the phone go outside to wait for?

Yes. The phone guy called him Jacob as he was trying to help him out of the crashed car and Jacob was the guy who pissed off Sally.
