Remember, Jaffa was supposed to be on the plane with Abdul and Mustafa to hijack it. This is based on the June 1985 TWA hijacking where one of the terrorists didn't get on the plane so only two people hijacked it. He was begging in a way to get on it and you are right-he caused a scene which got him arrested. Of course, the plane still got hijacked and he was later released.
