Eddie means Vincent can appear to be unreliable or undependable.
shareSomeone with a lot of potential but that you cannot depend on. People with no potential you don't care about. A flake is someone you follow, somewhat, and expect something from, and they peter out at the last minute, don't pull through.
I think it was clear from the context Eddie meant a guy who is cocky and charismatic, a pretty boy like cruise. See cruise didn't even know how to hustle from the beginning. He beat Julian and ran the table like six games in a row without even letting him shoot. Julian is standing there holding his stick looking like a chump. Then Vincent is doing his baton twirling with the cue left and and right from the start. Nobody in the bar is interested in playing him even when he offers to spot them balls or give them the table. Eddie teaches him how to play more sloppy and make it look like he just wins by luck here and there and they take people to the cleaners. Not just other players but spectators, as with the "two brothers and a stranger" hustle. He got the bartender to bet on him against Eddie and then he choked on a key shot.
